In September 2016 the European Commission issued a Simplification Scoreboard showing the gradual shift towards the simplification of EU Funds management in the 2014-2020 programming period.
The latest available scoreboard documents the actual use of available simplification tools, including the share of Simplified Cost Options (SCOs) in ESIF management per Member State.
The estimated percentage of total costs of the ERDF Operational Programmes declared under an SCO for the current programming period varies from the lowest 3% rate (France and Czech Republic) to the highest 58% (the UK):
The scores for ESF are somewhat more elevated and vary from 3% (Bulgaria) to 75% (Luxembourg):
The data is available for 2015 only, as the implementation has actually started only at the end of 2014. It is based on studies carried out for the European Commission, projections by the Commission and information submitted by Member States on a voluntary basis.
