European Training Centre in Paris (ETCP) was engaged by Bulgarian’s Ministry of Finance to review Bulgarian Certifying Authority’scertification process, including risks management at Intermediate Body, Managing Authority and Certifying Authority (CA) levels and financial management of EU of funds and other responsibilities of the CA.
In January 2013, ETCP experts focused their analysis on the role, functions and specific tasks of the CA; its responsibilities according to the new financial Regulation and its Rules of Application (RAP) and, the draft Regulations for the next programming period. The seminar was the occasion to tackle in particular the NEW Management declaration of Assurance and its related Audit opinion. It raised the question of calendars and combination of checks between Managing, Certifying and Audit Authorities in order to get Tolerable Error Rates.
