European Training Centre in Paris (ETCP) was engaged by Estonia’s Ministry of Finance to advise on the integration of performance measurement in Estonia’s CSF Programmes for 2014-2020 and identification of better and limited indicators.
Between December 2013 and January 2013 the study team reviewed work-in progress on Estonia’s needs analysis, CSF priorities, implementation proposals and their alignment with national objectives. Innovation, transport and human resources themes from Estonia’s draft strategy were selected as the basis for developing Investment Priorities and illustrating the application of performance measurement using both results-oriented approach and linear logic models. Workshops were convened for each theme involving some 90 Managing Authority, Line Ministry and Implementing Body personnel and were facilitated by the study team over two days. In addition, the study team provided feedback on harmonising national and EU funds-related monitoring and evaluation.
